just try using a space heater to get it going. the sooner the better before it has a chance to freeze solid. when defrosted, the best thing to do is keep your water running at a drip on really cold nights to prevent standing water in the pipes that will freeze

/When it's exceptionally cold, let the faucet drip. Just turn the water on a tiny bit so that there is a constant drip. If water is running through the pipes, it won't freeze. I have the same problem with my shower in extremely cold weather and that's what I do now. Haven't had a problem since. Also, you can try putting some insulation around that area to maybe keep the pipes a little warmer in your basement.
